Feel it, it is here! Ja-nee, die 2010 FIFA Sokkerwereldbeker is om die draai en Suid-Afrika is besig om sy vere behoorlik reg te skud vir hierdie groot sport gebeurtenis.

In ons Metro word ook hard gewerskaf om te verseker die laaste projekte word voltooi voor die groot sokker afskop. Kom ons hoop alles verloop glad en dat Suid-Afrikaners se gasvryheid buitelandse besoekers sal noop om weer 'n draai hier op die suidpunt van Afrika te kom maak.

Council is currently busy with the budgeting process and thus there will also be a public participation for input by the public on the budget. I urge all residents to take an active roll in the budget process. Please do remember that the creation of viable budget is one of the single most important functions of Council. Let your voice be heard-it is your hard earned MONEY after all!

As you all no doubt know, election year is around the corner and so all those usual political games are no doubt going to be played again. Last years' election results definitely unleashed the cat amongst the pigeons as the Democratic Alliance showed tremendous growth in our Metro.

This Nelson Mandela Municipality is going to be TOP priority for the DA as a DA led coalition here looks like a distinct possibility.

Die DA sien daarna uit om die blou golf van verandering en goeie regering ook na die Oos-Kaap te bring. Dit gaan waarlik 'n interessante paar maande wees.

1. Eerste Huis in Fairview Gebou

Die fondamente van die eerste huis wat op die restitusiegrond in Fairview gebou word, is onlangs gelê. Die huis wat tans dakhoogte staan gaan 'n spoggerige 105m² groot wees en die bouer is vol vertroue dat hy binne die volgende maand die projek sal voltooi.

Dit is weliswaar vir ons almal 'n blye dag aangesien die oop restitusie grond vir menige inwoner in die omgewing 'n groot steen des aanstoots is. Die oop grond het deur die jare in 'n onwettige stortingsterein ontaard en bykans al die elektrisiteitsinfrastruktuur is geplunder en gesteel.

Unfortunately said electrical infrastructure has to date not yet been replaced and prospective builders do not know whether the municipality wil be in a position to provide electrical supply to their newly built dwellings. We will keep you posted on developments in this ongoing saga.

2. Abstraction of water from the Baakens River

The incidence of "illegal" water abstraction from water bodies within the Nelson Mandela Bay is on the increase. Actions of this nature have wide ranging repercussions on the environment in times of drought as we are now experiencing.

Municipal officials are advised that in order to abstract water from natural bodies (Baakens River for example), a necessary permit must be obtained from the Department of Water Affairs.

Failure to have such permission could result in prosecution in terms of the National Water Act 36 of 1998. Ensure that where abstraction takes place, the drivers of vehicles have the necessary documentation and permission. (*Metro Circular April 2010)

Weather permitting, the Ward 6 DA Branch is going to have a Baakens Valley cleanup on Saturday the 15th of May 2010. Join us at the 3rd Avenue dip at 08:30 from where we shall proceed to Dodd's Farm and back. Hope to see you there.

3. Oak Road and 18th Avenue Tarred

I am sure that most of the residents in Overbaakens are going to be very glad that these two roads are finally to be tarred. As I am writing the contractors have already started construction and this project should be completed by end of June 2010.

This road is a very important thoroughfare between Overbaakens and the William Moffat and
is especially used by scholars walking to Walmer West Primary School.

While on the subject of roads, Overbaakens residents would have noticed that the top part of (that silly narrow) Pine Road has now finally been widened and that the long awaited speed humps in AG Visser Road have also been installed.

4. Jobseekers in Walter Road

I have had quite a few complaints on the jobseekers standing around in Walter Road waiting to be picked up and hoping on employment for a day or two.

Since this is a social problem, there is very little the Municipality can do to alleviate the problem. The SAPS are not willing to remove them and a spokesperson said and I quote: "residents should stop picking up thsese jobseekers as this is the only way that they are going to stop coming to this area. If there are no job opportunities here, there will be no reason for them to hang around here".

5. Hondebelasting

Die NMBM Raad het besluit dat hondebelasting nie meer gehef sal word (vanaf 1 Januarie 2010) nie. Uitstaande hondebelasting vir 2009 sal egter steeds ingevorder word.

Die honde beheereenheid sal voortgaan met die toepassing van alle by-wette en die Dierebeskermingswet, insluitende:
  • Die beheer van ongesteriliseerde tewe.
  • Die aantal honde wat op 'n erf aangehou word.
  • Die beheer van rondloperhonde;
  • Die registrasie en monitering van hondetelers;
  • Met alle aspekte rakende mishandelingsgevalle en hondeverwaarlosing sal streng gehandel word.
PLEASE DO NOT ALLOW YOUR PETS TO ROAM AROUND OUR STREETS!

6. Constance Road Park Storm Water Upgrade

Residents would have noticed that a contractor has recently moved on site. The drainage system in this park forms part of the Theescombe/Qgebera bulk storm water master plan in our municipality.

Over the last couple of years residents have constantly expressed concerns about the shocking state of this storm water cannal. As a result of erosion a very deep and dangerous trench was created where the canal used to be. All the soil from the erosion also posed a significant threat to the natural drainage pond in the park. The storm water canal will be upgraded in its entirety and the project should be completed by end of May 2010.

7. Meet Our People

Bobby Stevenson was born in Port Elizabeth and has developed a strong bond with the Eastern Cape over many years. Now in his fiftieth year, he is divorced with two children, Lauren and James. He attended school at Grey Junior and matriculated at Sac's in Cape Town. Thereafter he attended UCT where he graduated with a legal degree. He studied further at UPE, as it was then known and graduated with a BA degree in Political Science.

From the early days as youth leader of the Progressive Federal Party in the Western Cape, Bobby was always destined for a life in politics. In 1983 he was appointed Regional Director for the PFP and served in that capacity until 1999. In 1988, at the age of 28, he was elected to the City Council of Port Elizabeth where he served as the councillor for Central where he built on his reputation and was affectionately known amongst his constituents as "Bobby on the Beat". In 1999, Bobby was elected for the first time to the Provincial Legislature and has served the people of the Eastern Cape as an MPL since then.

In rare spare time moments Bobby enjoys playing golf and the occasional set of recreational tennis. He is a devoted dad and a committed Christian.

WARD 6 NEWS - February 2010

Hartlike groete aan alle inwoners van Wyk 6. Dit is reeds Februarie en die aktiwiteite van 2010 is in volle swang. Ek vertrou dat u die vakansieseisoen geniet het en dat die jaar 2010 vir u en u gesin 'n interessante jaar vol opwindende uitdagings sal wees. Ek het vakansietyd so 'n draai in die Suid-Kaap gemaak waar die droogte nou regtig rampspoedig raak. Ons bid en vertrou dat dit daar asook hier binnekort genoegsaam sal reën.

I remind you that as from 1 February stricter water restrictions will apply. I know it is difficult to see your garden slowly perishing but we all have to work together in order to pull through this trying time. A lot has been said about the way in which the Municipality has handled this crises and it all comes down to that old adage, Failure to plan, is planning to fail. Here's hoping that a lot will be learned from past mistakes and that in future we will not repeat those mistakes.

In this issue:
  1. Water Restrictions;

1. WATER RESTRICTIONS

As from 1 February 2010 all households are requested to limit their water consumption to not more than 500L daily. The residential rate shall be R6.62 per 1000L should you stay within the aforesaid limit. Should you exceed your 500l daily average per month the cost shall increase to R14.91 per additional 1000L.

You are urged to use water extremely sparingly and to report all water leaks, bursts or reckless water usage at 0800 205 050 or waterleaks@mandelametro.gov.za .

Kindly remember that the use of all garden hoses or sprinkler systems is strictly prohibited except if borehole water or grey water is utilized therefore. Watering of the garden with handheld buckets is allowed, but not encouraged.

2. FAIRVIEW ONTWIKKELING

Die fondamente vir die eerste huis in die “restitusie-gebied'' Fairview is gelê! Ek is verheug oor die feit dat eienaars eindelik hier kan begin bou en hoop dat dit baie van ons probleme, soos byvoorbeeld onwettige storting, die hoof sal bied.

Ongelukkig is die elektrisieteitstoevoer-infrastraktuur in hierdie gebied deur die jare uitermate geplunder en besteel. Dit laat restitusie-eienaars nou met die hande in die hare deurdat hul nie verseker is van elektrisiteitstoevoer na hul eiendomme sou hul besluit om hul huise te bou nie. Die munisipaliteit is besig om die saak te ondersoek en ek sal u op hoogte hou van enige verwikkelinge hierin.

3. NEWTON PARK HAWKERS

My office has been inundated with calls regarding the ongoing problem of illegal hawking in Newton Park. Although one does not want to deprive people of making a living, some of the hawkers in Newton Park have absolutely no respect for our area and are leaving their waste and rubbish on our verges and in our streets.

A task team has been set up to look into this problem as this is not just an isolated problem, but one that is also problematic in other areas of the Metro. In addressing this essentially social problem, the task team has to identify places where these hawkers can legally trade and then provide them with adequate and proper facilities.

In the meanwhile please contact us immediately should you see any new hawker activity in your immediate area.

4. GLEN HURDRYLAAN OPGRADERING

Glen Hurdrylaan deur die Baakensriviervallei is oor 'n laagwaterbrug gebou wat met swaar reën dikwels onder water en onbegaanbaar is. Dit het gewoonlik tot gevolg dat die pad in geheel gesluit moet word, wat op sy beurt grootskaalse verkeersontwrigting veroorsaak. Heelparty inwoners van Mangoldpark sal ook weet dat die pad die afgelope paar jaar, veral tydens spitsverkeer, druk verkeer moes dra. Die opgradering is dus broodnodig en ons vertrou dat dit 'n bietjie spitsverkeer verligting sal bring.

The road works for the new Glen Hurd Drive will consist of the following :
  • New roadway 7.4m wide and 680m long with pedestrian/cycle pathway on one side. The new roadway connects on the east side of 3rd Avenue and on the west side to the future new Centenary Road at the existing William Moffett bridge;
  • By-pass at 3rd Avenue to allow construction of the linking of the new Glen Hurd Road with 3rd Avenue.
The new bridge across the Baakens River will be 65m long with a deck 11.30m wide. The deck will include a 1.5m wide pathway along the southern side.

The following ancillary works form part of the project:
  • Stormwater drainage; Drainage onto and from the new Glen Hurd Road; Drainage from existing outlets from William Moffett Expressway; Drainage from 3rd Avenue.
  • Street lightning;
  • Relocation of existing sewers to accommodate the new Glen Hurd Road;
  • Rehabilitation of the existing Glen Hurd Road and side walks.
The planning phase of this project is now completed and all plans have been submitted to the municipality. Since this shall be a rather expensive project it might be implemented in a couple of phases.

5. MUNICIPAL MANAGER

I am sure that most of you have been following the ongoing saga on our Municipal Manager, Adv Graham Richards. Richards was put on special leave (fully remunerated) after allegations of certain irregularities were brought against him. Mr Errol Ntoba was appointed acting Municipal Manager to act in his stead.

It is now seven months down the line and yet there is no end in sight. You, the ratepayer, are paying for two municipal managers whilst this municipality is heading for its biggest budget deficit ever! At council last week I brought a motion demanding proof of Richards's guilt on one or more of the allegations and failing such proof I demanded that he be reinstated forthwith in order to stop the fruitless expenditure. Unfortunately the ruling party refused to hear the motion and to date we are none the wiser. I will keep you up to date with new developments herein.

Onthou die gebruik van tuinslange is streng verbode en die verwagting is dat elke huisgesin nie meer as die voorgeskrewe 400 liter water per dag verbruik nie.

Quite a number of you responded to my last newsletter for which I thank you. I always look forward to all your constructive criticism.

I have had a trying month of October with both my car and laptop (in the boot) being stolen. The only upside hereto being that it did not happen in our Ward! Unfortunately crime affects all of us and thus we share a collective duty to keep our community safe and crime free. Please do remember that we have two very active neighborhood watches in our Ward- Newton Park Neighborhood Watch, as well as Charlo Neighborhood Watch. 1.  Squatters in Fairview/Baakens Valley

I have recently received a call from a resident expressing concern that squatters may be erecting their informal structures in the Fairview-area (near Willow Drive). After an attempted mugging a few days ago, the SAPS undertook to thoroughly inspect this particular section of the bush. I accompanied them and although no informal structures, temporary or permanent, were found, traces of vagrant activity were clear. The SAPS has given an undertaking to inspect this area on a regular basis.

A number of complaints have also been received regarding squatters in the Baakens Valley (below Glenhurd) and was dealt with by the Park Rangers. It is IMPERATIVE that you contact us upon the first sign of squatter activity, as legally they should be removed before a permanent shelter has been erected.

2.  William Moffet Opgradering

Ek is seker u almal stem saam dat die William Moffat Snelweg dringend opgegradeer moet word. Die pad dra druk verkeer en is tans in 'n haglike toestand.

Die munisipaliteit sal oor die volgende 3 jaar die projek as volg in fases aanpak:
FASE 1 - BUFFELSFONTEINWEG – CIRCULARRYLAAN
FASE 2 - WILLOWWEG – ALANWEG
FASE 3 - CIRCULARWEG – WILLOWEG

Voordat daar met die projek begin kan word, moet 'n hooftoevoer water pyplyn naby die Moffat verlê word. Hierdie projek van vyf maande is reeds in tender fase en sal hopelik eersdaags begin.

3. Newton Park Library

The Municipality has at long last started work on the much neglected garden of our library. Recent months has seen the once beautiful garden full of weeds and refuse, while the overgrown shrubs offered the ideal shelter place for vagrants. I am glad to report that there is a HUGE improvement here and that it seems that the vagrants have decided to move on.

4. Dranklisensieaansoeke

Die volgende dranklisensie aansoek vir 'n sportkroeg is ontvang:

Ek het heelwat besware hieroor ontvang en het dit aangestuur na die Drankraad. Ek sal u inlig sodra daar enige verwikkelinge hierin is.

5. Save Our City Campaign

This committee, which aims to protect our built heritage, had its official launch on the 5th of November 2009. I am sure that many of you are aware of the activities of this committee through the extensive press coverage which it has received over the recent months. We sincerely hope that the pressures we are applying are going to have the desired effect in that all heritage property owners will respect the laws of this country and protect our heritage for future generations.

WARD 6 NEWS - October 2009

Hartlike groete aan alle inwoners van Wyk 6. Kan u glo dis reeds Oktober? Ek glo die meeste van ons is verbaas oor hoe vinnig die jaar gevlieg het. Ons sien almal uit na ‘n welverdiende ruskans saam met familie en vriende gedurende die feesseisoen.

Quite a number of you have responded to my previous newsletter with queries and complaints on issues in our ward. I thank you for this and stress once again to PLEASE DO NOT HESITATE to contact me with ALL your ward related concerns and queries.

In this issue:

1. Ms Jessie Timm turns 100!

One of Newton Parks' beloved grannies turned a full 100 on the 17th of September 2009. The Newton Park Methodist Church held a wonderful birthday party for Ms Timm on this joyous occasion.

We wish her all the very best for the coming year and hope that through Grace she shall be spared for us for many years to come.

2. Fairview Skoonmaak Begin

Die van u wat die Fairview omgewing ken sal weet dat daar alreeds heelwat vordering met die skoonmaak van paaie gemaak is. ‘n Privaat firma, Wavelength Konstruksie, het vriendelik aangebied (om sonder enige vergoeding!) die meeste van die paaie in Fairview skoon te maak. Ek was totaal uit die veld geslaan deur die onbaatsigtige optrede van hierdie barmhartige samaritane. Ek kan die manne van Wavelenght Konstruksie, namens die gemeenskap, nie genoeg bedank nie!

A lot of work still remains to be done here and the fight against illegal dumping continues. It remains, unfortunately, an ongoing problem for which a solution still needs to be found. Not a week passes that I do not have to report a couple of cases of illegal dumping in this area. It just goes to show that for some people civic pride means absolutely nothing these days…

3. Local Spatial Development Plan (LSDP) For Newton Park/Cape Road Area

This (long overdue) project has finally started. The local team from Urban Dynamics has been appointed to come up with the LSDP that we so desperately need in the Newton Park area. Public participation meetings shall be held and I shall keep you posted as to any developments herein.

While on this subject I have noted quite an increase in the occurrence of illegal businesses in Newton Park/Glenhurd. Remember that there are strict "work from home" regulations to be adhered to should you not be zoned for Business. I cannot stress enough how important it is to adhere to these regulations. One or two people not abiding to these regulations can create a real nightmare for ALL the other residents in a street.

4. Waterbeperkings

Soos u seker teen hierdie tyd weet, is streng waterbeperkings vanaf middel Oktober ons voorland. Die stand van ons damvlakke is kommerwekkend en die munispaliteit het besluit om voortydig waterbeperkings in te stel. Die munisipaliteit het die afgelope week ‘n beroep op alle inwoners gedoen om water so spaarsamig as moontlik te gebruik en het bevestig dat tuine eersdaags glad nie meer met ‘n tuinslang natgemaak sal kan word nie.

Ek wag huidiglik op die munisipaliteit om my te verwittig tot hoeveel kiloliter water elke huishouding per dag beperk gaan word. ‘n Monitor gaan ook in ons wyk aangestel word om die verbruik te reguleer en ek is reeds gewaarsku dat hoë boetes diegene wat water vermors, in die gesig sal staar.

5. Save-Our-City Committee

Heritage day has come and gone but a group of feisty individuals has decided to join forces to fight the decay of the historic buildings in one of South Africa's oldest suburbs, PE Central. The newly established committee aims to try and enforce Heritage legislation which so many landlords conveniently ignore these days.

I joined the Central Tour hosted by the PE Tour Guides Association recently and have to say that it is truly sad that this historic and beautiful area in is such a sad and appalling state. Should you wish to join the Save-our-City committee please do not hesitate to contact me.

Hartlike groete aan alle Wyk 6 inwoners. Ek glo teen hierdie tyd weet meeste van u dat ek as die nuwe raadslid in ons wyk verkies is. Ons vorige raadslid, Mnr Dacre Haddon, dien nou in die Provinsiale Wetgewer waar hy alreeds kliphard aan die werk is. Ons wens hom alle sterkte toe.

I appeal to you not to hesitate to contact either myself or my faithful secretary, Jenni, should you encounter any problems or come across any matter that needs attention in the ward. You, the residents, are my eyes and ears and together we shall keep this ward one of the premier wards in the Metro!

1. Faulty Streetlights

I have noticed quite a number of faulty streetlights in the area and have reported nearly 50 non-operational lights to the municipality. Kindly look out for lights that are non-operational. Remember that a well lit street normally also serves as a deterrent to criminal elements. Should you notice such a faulty light, please take down the pole number as well as the street address and report same to my office.

2. Onwettige Storting

Ek is seker ons almal weet watter groot euwel onwettige storting deesdae raak. Die probleem is besig om regoor die Metro hand uit te ruk en ek doen ‘n beroep op elkeen van u om onwettige storting onmiddelik te raporteer sou u die boosdoeners op heterdaad betrap.

Ek vind dit weliswaar onaanvaarbaar dat ‘n paar individue met geen selftrots ons pragtige omgewing so ontsier. Raporteer oortreders onmiddelik by die 24-uur noodlyn 041 3737 641 of skakel my gerus.

Graag raporteer ek terug dat dit uiteindelik lyk of daar vordering met onwettige storting in Fairview gemaak word. Ons hoop om vinnig resultate hier te begin sien.

3. Charlo Neighborhood Watch

The newly established Charlo Neighborhood watch is going from strength to strength. This is a great initiative that is already bearing fruit and we wish them all the very best. All individuals interested in joining this neighborhood watch can contact Mervin at 082 374 4182. We all share the responsibility of keeping our area safe and crime free.


4. Opgradering van Stormwater Dreineringstelsel Newtonpark

Hierdie projek nader nou voltooing en behoort volgens die projekbestuurder teen einde September finaal afgehandel te wees. Ek is bewus van al die ongerief wat deur die projek veroorsaak is, maar verseker u dat dit op die lange duur die moeite werd sal wees. Skakel gerus die kantoor sou daar enige skade aan u soom of sypaadjie wees wat nog nie herstel is nie.

5. Appointment of Acting Municipal Manager

An acting municipal manager was finally appointed by Council on the 24th of August 2009. Mr Elias Ntoba is standing in for Adv Graham Richards who are currently on special leave.

WARD 6 NEWS - 28 April 2009  

As a result of the general election on last Wednesday, I was elected as an BISHO MP and am now a DA MPL. The DA won 6 seats in the legislature-up from 5.

As a result of my election, I shall cease to be a councilor with effect Wednesday.

The ward 6 will thus be vacant until a new councilor is elected.

Should there be any councilor needs/queries/problems you will continue to receive the usual service by contacting my office and speaking to my secretary Jenny who will guide you accordingly.

It has been a great honour and pleasure to have served you for the past 8 years.

I thank you all for your support, assistance and even advice to me which I appreciate and look forward to serving yourselves and the bigger constituency of the Province from Bisho.

STUNNING RESULT FOR DA IN ELECTION:

The DA produced a stunning election result from last weeks general election.

1) We were the only political party that GREW in support from 12%-16.6 %.(Even the ANC was 3% down on previous support)
2) The DA is the only party after the ANC to govern a province (Western Cape) outright.

Our status as Official Opposition in parliament increased from 50 seats-67 seats.

Our support grew in every province-E Cape from 7%-10%.

We gained an extra seat in Bisho from 5 seats previously-6 seats.

The DA is well set to start governing various Metro's and Municipalities in the 2011 Council elections.

With this in mind and good governance in Western Cape for next 5 years- the DA is well set to become the major player as an alternative coalition government in 2014.

WARD 6 NEWS - 6th to 13th April 2009  

1. 17th Avenue Charlo Upgrade to Commence June:
 
I am informed by the consultants Stemele Bosch that the first phase of upgrade  of 17th Avenue Charlo will commence in June 2009. The first phase will be the relocating of the water pipe mains and this is not expected to have any influence on traffic at this time.
 
The applicable environmental issues have been complied with.
 
Tenders are being sought to commence with the upgrading which i undertstand will take place after the repositioning of the water pipes.

2. Voting Queries - Not Home on Election Day?

The upcoming election is a national election for Parliament and Provincial legislatures.
 
As such, although one should (as with council ward elections) vote at your nearest polling station, one can vote at any voting station in the country on the day.

However, if you are out of the Province on election day, one can still vote but will only  have ONE vote-that for the national ballot-Parliament. Being out of ones province will unfortunately preclude one from voting in the provincial ballot of that province.

If you are in such a situation, on arrival at the polling station other than the one you would normally vote at, you will fill in a form and your ID will be scanned so the IEC can verify where and if you are registered.

DA Wins and Gains Support in By Elections: 
 
The DA won three by elections last week convincingly.
In Mitchells Plain Cape the DA doubled it's support to wrest a council seat from the ID.
 
In Parow the DA increased support to 95% in a ward-(up from 83%) against both Cope and ANC who picked up the crumbs.
 
In Kempton Park het die DA ook 'n skitterende tussen verkiesing oorwinning gekry.
 
In Despatch the DA increased it's support but was unable to win the seat from ANC due to a split opposition vote.
 
One small opposition party polled the amount of votes we needed to have narrowly won the seat.
 
Die GROOT LES: MOENIE U STEM VERDEEL EN VIR KLEIN PARTYE TE STEM.
 
Wat se die meningspale?
 
Met verkiesings is daar altyd verskillende meningspale.
Al die pale gee die DA stygende ondersteuning en ook groot stygende ondersteuning onder swart kiesers ook.
Dis baie gooie nuus.
 
Die Pyle in "The Sunday Times" reken dat die DA die Wes Kaap aleen kan wen (sonder die hulp) van koalisie regereing.
 
So it is looking healthy for the DA and we are on course to be in government in possibly three provinces and grow dramatically.
 
Special Votes:
 
If anyone in your family is infirm, disabled, or very old and would battle to get to a polling station the IEC can assist them with a special vote.
Please make use of this service as such applications can only be considered until the 14th April 2009.

1. 2009 Council Budget:

The draft budget for council for 2009 is to go for public participation. I urge you to get involved-it's YOUR money being spent and you must have a say on the issues affecting you.

The council has 2 parts to the budget-namely an Operating Budget & a Capital budget.
 
The proposed Operating budget is R 5.2 billion with major expenditure being on:

Employee/staff costs-30%
Electricity & water purchases 20%
General Expenses 25%
Repairs & Maintenance 8.5%
Depreciation 8%

Funding is obtained from service charges such as water, sanitation, refuse etc (39%), rates (13%) grants & subsidies from government (25%)
 
Proposed rates increases-10%
Water, sanitation & refuse-10%
Electricity 20%
 
The DA is not happy about rates increase and feel 8% would be more appropriate.
 
We are concerned that council so quickly hikes up everything but the service delivery and lack of austerity measures in these tough times are non existent.
 
If council cuts back on the lavish expenditure on the parties, trips, nice but not necessaries we could easlity justify a lower rates increase.
 
The Capital budget is 2.362 billion.
 
Revenue from operations-14%
Government grants-55%
External loans-33%
 
What is promising:
 
Meer geld allokeer aan herstel van water, paaie, electrsitiet ens
 
Raak betrokke- datums sal in die pers verskyn oor die tye en plekke van openbare vergaderings waar u u mening kan gee oor die planne.
 
2. Steun vir DA Styg: 
 
Menings pyle vir die opkomende verkiesing gee die DA stygende ondersteuning hierdie verkiesing.
Daar is 'n groot moontlikheid dat die DA die Kaap provinsie, Gauteng Noord Kaap en KwaZulu Natal kan wen.
Die DA sukses van regering in Kaapstad-dink wat die sukses sal wees in hierdie provinsies met DA regering.

Of further good news is that DA increased it's support on Wednesdays by elections in wards 38 & 53.
Our support increased dramatically and this augers well for the election.
DA Steun styg in tussen verkiesings in baai. DA neem stemme weg van ANC.

SPECIAL VOTE NEEDS:

Kindly remember that if there are anyone you know who is:
a) Bed ridden
b) Infirm
c) Disabled
d) Advanced pregnancy

These folk can vote prior to election day at home.

A form needs to be completed as there is a process to be followed.

"Helen Zille: My Challenge to COPE

So much for the "divorce papers" which Mosiuoa Lekota served on the ANC last year: the marriage has barely been annulled and already there is talk within COPE's ranks of renewing the vows.

Last week, COPE's presidential candidate, Reverend Mvume Dandala, said that his party would not rule out a coalition with the ANC. His exact words were: "If the ANC were to commit itself to some of the values that we are going to put forward, particularly the need to overcome corruption in this country, we would not rule it out completely".

I have said from the outset that COPE is good for democracy because it helps to break the ANC monolith. And, while COPE is splitting the ANC, the DA is building the alternative. On this reading, COPE can play a positive role in South African politics.

But there is a conspiracy theory doing the rounds which suggests that COPE may actually help to entrench the ANC's dominance. It goes something like this:

The idea for the formation of COPE was mooted by ANC strategists who realised that the election of Jacob Zuma as President of the ANC would alienate a key section of the ANC's support base. The disaffected would include supporters of Thabo Mbeki and people who could not countenance supporting a presidential candidate with a cloud of corruption hanging over him.

Knowing that the ANC was likely to lose their support, COPE was formed (by the ANC) in a bid to find a home for disaffected former ANC voters. Once these voters had found this new home, they would be delivered back to the ANC in the form of an ANC/COPE coalition after the election. In other words, any votes lost by the ANC in the Mbeki/Zuma fallout would be recouped in this process. In this scenario, a vote for COPE would turn out to be a vote for Zuma.

I do not buy this conspiracy theory. Politicians, despite what some people might think, are not that Machiavellian. And the ANC does not have the capacity to execute such a strategy. But I do believe there is a possibility that COPE may form a coalition with the ANC, even without it having been the product of an ANC grand plan. Reverend Dandala's statement about going into coalition lends credence to that belief, as does his general attitude towards the ANC.

Dandala is unwilling to confront or criticise the leadership of the ANC. In particular, he has no problem with the ANC fielding Jacob Zuma as its presidential candidate, despite the fact that he is an accused in an ongoing criminal trial involving 783 counts of corruption. Dandala has refused to comment on Zuma's suitability for the highest office, side-stepping the question by saying: "I would like to leave that to the people of South Africa to decide".

Dandala's approach appears calculated to leave the door open for a coalition with the ANC. It also explains why Dandala was nominated as COPE's presidential candidate and not its leader, Mosiuoa Lekota.

Given Lekota's bitter estrangement from the ruling clique in the ANC, COPE realises that he is the wrong man to take COPE into a coalition with the ANC. In the words of one analyst, "The non-confrontational Dandala is a more appropriate vehicle through which the party's moneymen and leadership networks can reach this self-serving goal".

The DA has always ruled out a coalition with the ANC because democracy can only be strengthened if there is an alternative to the ruling party. COPE has a duty to the electorate to state unambiguously its position on a post-election coalition with the ANC.

Voters have a right to know whether they are voting for an alternative to the ANC or simply a vehicle that will deliver their vote to the ANC.

My challenge to Dandala and the COPE leadership is this: Come out and tell the voting public where you stand. Will you go into a coalition with the ANC or not?

If COPE forms a coalition with the ANC it will betray every COPE voter who thought they were going to get an alternative to the ANC. This is what the Independent Democrats did when it went into a coalition with the ANC in the City of Cape Town. The voters never forgave them.

A viable opposition party must offer a clear alternative, rooted in a sound political philosophy and vision of the future.

There are disturbing signs that COPE and its leaders do not intend to build a real alternative to the ANC. COPE's policies are a cut-and-paste-job of the ruling party's. Its candidate selection process was undertaken by a small closed group. Like the ANC, COPE is willing to put convicted fraudsters on its lists. And last week, Mosiuoa Lekota refused to state that HIV causes AIDS, prevaricated on whether he is committed to fighting the disease, and misrepresented antiretrovirals as dangerous poisons.

At the moment, COPE is unfortunately beginning to look more and more like the ANC. It appears to have more or less the same flavour as the ANC. It is "Coke Light" to the ANC's "Coke Zero".

All of this underscores the point that voters should choose a party that presents a clear alternative to the ANC's closed, crony society – an alternative backed up by a comprehensive package of carefully researched and fully costed policy proposals that offer real solutions. They should choose a party big enough to take on the ANC; a party that will never undermine democracy by going into coalition with the ANC; a party whose commitment to fighting corruption matches words with deeds; and a party that has a solid track record of delivery in government. The DA is that party."

WARD 6 NEWS - 1st March to 8th March 2009

1. Special Votes for Election:
 
Kindly be aware that if there is anyone in your family/friends/work colleagues-in fact anyone you may know who is: a. Infirm, b. Disabled OR c. Pregnant?

Such people can apply for a Special Vote and vote at their place of residence without having to go to a polling station.

This is not a "convenience service" and a cop out to avoid the queues on election day - the IEC will be strict about this. The service is intended for very frail, sick, bed ridden -people who would find it difficult to get to and be assisted at a polling station. Aged folk who are of reasonable health would be expected to go to polling station on day but would not have to stand in queue. Party agents and IEC staff will be on the look out for this.

If you wish to make application or know of anyone who may need to cast a Special vote application needs to be made on the prescribed VEC 1 form. This form is obtainable from my office and I will with pleasure assist the applicant with the paperwork. A copy of applicant's ID must also accompany any form.

The form must be given to the IEC between 1st & 14th April and the IEC will make arrangements for the applicant to vote at home on 20th April. PLEASE MAKE USE OF THIS OPPORTUNITY.

2. Onwettige Besighede in Woon Area:

Ek is nog steeds besig met onwettige besighede in woongebiede.

Tye is taai, almal sukkel om geld te verdien. Baie mense probeer om besighede van hulle huise te werk. Die raad se besluit om mense te hulp is om mense 'n voordeel te gee om van hulle huise te werk.

Die voorwaardes is as volg:
a. Nie meer as twee mense moet as werkgewers optree op so 'n perseel.
b. Nie meer as 50% van die woon area van die huis moet gebruik as 'n besigheid.
c. Daar moet altyd wees dat iemand permanent op die perseel bly.

As iemand al hierdie vereistes voltooi kan hulle "a work from home business" operate sonder om toestemming/Special consent of Rezoning aansoek te doen. Die besigheid moet 'n "SAG BESIGHEID WEES" (book hou/lein versekering makelaar/een man prokerueur tipe story-maar paneel kloppery is on aan vaar baar.

Indien mense nie deur die voorwaardes nakom nie moet hulle die raad verwittig en dan die raad moet self besluit watter voorwaardes moet voorsien word om die omliggende inwoners se woonbuurt te beskerm.

Newton Park en Circular Rylaan Charlo is 'n groot probleem waar baie mense besigheded opereeer van hulle huise sonder om raad toestemming te kry.

Kliente park op sy paadtjies/meer verkeer in area ens.

Saam met die raad is ek besig om deur al die besighede veral 3rde Laan Newton Park en Newton Park self om die status van elke besighied. Dis nie regverdig dat mense wat miljoen rande spandeer om in 'n woon buurt te bly en huis koop moet nou besighede kry wat eintlik in spesiale areas moet opereer.en regulaseer.

WARD 6 NEWS - 24th February to 1st March 2009

1. Helen Zille Visits Port Elizabeth:

The last week end and yesterday saw Helen Zille in PE. Helen addressed a rally in Kwa Nobuhle to a PACKED HALL of people.

With no trickery or "bussing in " of supporters Helen's popularity was borne out by the attendance of some 1500 people at the hall. In addressing the meeting she paid tribute to that ANC Youth league idiot Julius Malema by calling him "Mal"ema (Mad) and a high school drop out.

Speaking in Xhosa Helen excited the crowd with the message of grants and that the election was between DA & ANC.

Maandag oggend het Helen 'n ontbyt bygewoon waar sy gepraat het oor demokrasie. Sy se ons Metro gaan deur die DA regeer word na die 2011 Munisipale verkiesings.

Daarna, het Helen na Settlers Park gegaan.

At the park Helen spoke to school children about protecting their legacy, protecting Baakens Valley and not allowing criminals to take over the only green lung of the Metro in this area.

"Waar is die goeie ou dae" waar 'n kind veilig skool toe kon gaan, veilig in die vallei speel? Die ouers van Kenedy Gidhinji, wie vermoor was verlede jaar September vir sy sell foon, het die geleentheid by gewoon.

The Gidhinji family was presented with a certificate by Helen in memory of Kennedy. A Hero's certificate was presented by Helen to Ms Gwynnethe Marmetscheke for her years of unfailing service in educating children about the valley.

2. Draft Traffic CALMING POLICY FOR METRO:

I attended a work shop for councilors last week on traffic calming. Council wishes to adopt a new system of introducing traffic calming. If a request or complaint is received by council they will send a delegation to canvass the opinions of the residents of the street in question to find out opinion about incorporating the requests.

This will only be done on grade 4 & 5 roads in Metro i.e. residential roads and roads under jurisdiction of Metro.

If, after the delegation, the need for a calming measure is realised then it will be decided which is the most appropriate method to use (ie : Traffic circle, narrowed road, cambered road etc.) Port Elizabeth has unfortunately become "speed hump verskrik" where every one wants a speed hump but this may not be the most practical way to solve the problem of speeding.

Unfortunately many requests for speed humps would come from one or two individuals in a street. When humps were put in then an outcry from rest of residents of the street follows.

ONTHOU/REMEMBER:"WHEN THE ANC SPLITS THE DA WINS" (The Da has won more by elections directly against the ANC than any other party since the ANC split)

General Election 22nd April 2009:

As you are aware the President has called a general election for the 22nd April this year.

Now IS YOUR chance to vote for change from a corrupt closed patronage society of the ruling party or an OPEN OPPORTUNITY SOCIETY OF THE DA.

At the launch of our election manifesto on Saturday in Johannesburg which I attended, the DA has the most pro poor and fair policies of any party in the election.

Helen Zille is dynamite-our "Iron Lady"-she deserves all our support.

An election always requires help from volunteers and while the ward has a great team THERE ARE NEVER ENOUGH HANDS.

WARD 6 NEWS - 11th - 18th February 2009

President Calls for General Election on 22nd April:

The President has gone to the country and called the general election for 22nd April.
However this is subject to the Constitutional Court ruling on the leigibility of voters ex pats mainly abroad to vote.

The DA lodged an application with the Constitutional court in this regard and weawait the ruling soon.

Now is the time to make history, stand up and be counted.

If you haven't registered, there was plenty of opportunity to do so and if you don't vote you have no right to complain or ask for assistance (although we would always help you).

This election is about one main issue "The Open opportunity society of the DA" or the "Closed patronage society" of the ANC.

Registrasie Veldtog Uitskende Sukses:

Die registrasie veld tog dwars deur die Metro was 'n groot sukses.
In die 11 wyke in hierdie kiesafdeling het oor die 13 000 extra mense geregistreer en in November verlede jaar was dit 'n groter sukses.

Die aantal mense wat uit kom veral die jeug om te registreer was uitsonderlik en wys die hoop wat nou le in jou hande om 'n verskil te maak met u stem.

If you have not registered yet plese do so within the next two days as once the court case is over and the election is proclaimed(gazetted) the voters rolls close and no one can register to vote for this election.

Please go to Brister House, opposite Eric Tindale Building Govan Mbeki Avenue, ground floor (ask securitry) with your ID fill in a form and Bob's your uncle. (EDS NOTE: No, not Bob Mugarbage!)

Please do do and urge anyone you know at School, Work, Church, Sport, Friends you braai with etc. to do the same as every vote counts.

WARD 6 NEWS - 1st February to 8th February 2009

Democratic Alliance Launches Election Campaign:

The Leader of the Democratic Alliance Mrs Helen Zille launched our election campaign at Kliptown Soweto on Saturday 31 January. The event which saw a packed hall with at least 1000 supporters outside the hall as well witnessed a confident and bullish Helen Zille.

This election is about two main issues: "The Open Opportunity Society" as espoused by the DA or "The Closed Patrongae Society" as espoused by the ANC. These two parties are the most important in the campaign and the whole campaign will hinge around this theme.

Apart from being bullish, Helen said we were 'Init to winit' and are a party of government now and will be so more and more. The party has won more by elections in the last months than any other party, we are winning seats of the ANC with regularity. The most recent case was inMusina Limpopo where last Wednesday we won yet another seat from the ANC in an ANC ward which is now a DA ward.

Onthou om te Registreer 7de/8ste February 2009:

Dis nou u laaste kans om te registreer vir die opkomende verkiesing. As u nou nie hierdie geleentheid vat om volgende na week te registreer, sal u naam nie op die kiesers lys verskyn nie en dan kan u nie stem nie.

U Moet registreer waar u woon. Indien u adres verander het binne die laaste vyf (5) jaar moet u her registreer.
U moet oook in besit wees van 'n staf kode ID boek wees.

Om uit te vind waar u moet gaan om te registreer u is welkom om die DA te skakel by 041 582 1770.

Praat uit hiredie week by jou werks plek, skole, kereke, vriende, kolleagues-familie, gesien, bure en "SPREAD THE WORD"

Registration for Infirm Voters:

There is a process whereby old, sickly and frail citizens who are unable to get to a polling station to register can do so from their homes. If you know of anyone in such a position - old granny or whomever - please contact the DA @ 041 582 1770.
We will through the DA & IEC arrange for an official to visit them do the registration and later arrange a Special vote.

a. U 18 jaar oud is en nie alvorheen gestem het.
b. If you have changed address and were previously registered elsewhere
c. AS u noiit geregistreer was nie-if you have not been re regsitered

You must be registered in the are in which you live;

1. 'n Suid Afrikaanse burger wees/be a SA Citizen
2. 18 jaar of ouer wees
3. In besit van 'n stafkode ID boek/possess a green coded South African ID book

Indien u in Broadwood, Charlo of Springfield woon-stemlokale om te registreer is: Charlo Primary School - Miles Laan, Charlo.
If you reside in Overbaakens, Fairview, Mangold Park or Walmer Downs register at: MTR Smit Childrens Home, Circular Drive, Fairview.
Newton Park & Glenhurd residents - South of Cape Road must visit Newton Park library to check or register to vote.

2. COPE is Fluff not Substance.

While encouraging the right of people to freely campaign for elections- I would urge you not to get involved in "The COPE Hype".

COPE is nothing more than the Mbeki faction of the ANC
COPE is Pro Affitmative Action and as stated at their launch their policies are same as ANC.
COPE was formed by a bunch of opportunists who would not make the ANC election lists after defeat at Polokwane.
COPE is there for a select BEEfew.
COPE stated that many of their policies will only be revealed after the election!
COPE is full of activists that did not make the cut in other political parties.

Oonly the DA remains honest/open transparent with a policy of open opportunity for all.
