WARD 9 NEWSFLASH - July 2010 Heinrich Muller

1. UPDATE OF REHABILITATION OF QUARRY FACES AT LAFARGE

On 23 June 2010, Mr Hitge and Mr Pike, residents of Westering and Cotswold, together with myself visited the Lafarge quarry to ascertain progress on the rehabilitation of the quarry.

We were accompanied by Mr Mandi Mdodana from Lafarge and Mrs Jenny Clark from Acres Wild Landscaping, who identified the areas where trees, shrubs and grass seeds were planted. This planting is a requirement for the rehabilitation of the area as specified by Lafarge and the Department of Mineral Resources. Rehabilitation of the quarry reduces the visual impact caused by the quarry to surrounding areas.

We expressed our positive feedback for their efforts and it was noted and appreciated. The Moregrove Quarry working group will continue to monitor progress in this regard.

3. NUUS VAN DIE METRO

Soos in my vorige nuusbrief berig, het ek 'n mosie rakende die toestand van die Kragga Kamma stortingsterrein ter tafel gelê en gedebateer tydens ons raadsvergadering. Die Gesondheids komitee het ingestem om 'n besoek by die betrokke stortingsterrein af te lê – lyk vir my hulle het uiteindelik die erns van die saak besef! Hulle het ook verder onderneem om met tydelike herstelwerk by die Kragga Kamma Stortingsterrein te begin deur meer 'skips' by te voeg en die vloer tydelik te herstel om dit meer te stabiliseer.

Sodra alle tenders toegeken is en alles volgens plan verloop, sal die herstelwerk hopelik op 1 Desember 2010 begin.

4. LIBRARIES

I have been receiving numerous complaints from concerned metro residents w.r.t. the libraries. To date I have tabled a motion for debate at the next Economic Development and Recreational Services Standing Committee Meeting that was scheduled for 6 August 2010. The 2 main concerns were that the system were down for approximately 3 weeks which made it impossible for people to take out books and secondly the operating hours of the libraries (closures on Saturdays, etc). For those of you who do not know, the systems are up and running again at all 22 libraries in the metro, thus you can take out books as well again.

With regards to my motion, the committee accepted it and I was advised that they will table a full report at the next Standing Committee setting out their action plans and the way forward. Watch this space!

5. REDHOUSE CHELSEA HOOFVERKEERSWEG & VERLENGING VAN WALKERRYLAAN

Die Konsep Omvangbepalings ("Draft Environmental Scoping Report") verslag vir die voorgestelde konstruksie van die Redhouse Chelsea Hoofverkeersweg en verlenging van Walkerrylaan na Kaapweg kan by die volgende plekke geïnspekteer word.

6. DAM LEVELS

We have received the following information from the metro with regards to our dam levels:

Major Storage Dams supplying the Metro - levels as at 10 Aug 2010 - (Rainfall in August)
  • Kouga: 36,4% (4,8 mm)
  • Churchill: 25,2% (16,6 mm)
  • Impofu: 37,1% (23 mm)
  • Loerie: 34,9% (6,5 mm)
  • Groendal: 33,6% (6 mm)
  • Average all: 35,15 % of total combined capacity.
Save it, or do without it!

Help conserve water and report all water leaks to Water services on 041 505-2258 or toll free on 0800 20 5050.

7. PAVEMENTS

After receiving numerous complaints re the contractors working on the pavements in Canna Avenue and Cassia Drive, Sunridge Park, I have requested the contractor to give me a full report on the status of the work currently being done. As soon as I receive said report, I will forward it to all residents.

8. SPEED LAW ENFORCEMENT: ASTER AVENUE

I received the following feedback from the acting Supt. of Traffic regarding speed law enforcement conducted in Aster Avenue (as per residents' requests):

"On Thursday, 13 May 2010 between the hours 06:00 and 08:30, ninety (90) motorist was measured. The highest speed of 65 km/h was recorded. No motorists were prosecuted for exceeding the speed limit of 60km/h.

On Saturday, 31 July 2010 between 13:30 and 15:00, twohundred and forty (240) motorist was measured. The highest speed of 67 km/h was recorded. No motorist were prosecuted for exceeding the speed limit of 60 km/h.

We do not consider this to be a problem area for speeding and regard the matter as finalized."

 Independent Electoral Commission Moved

News from Port Elizabeth's Ward 9www.MyPE.co.za: The Independent Electoral Commission (IEC) recently relocated their offices from Brister House to 122 Cape Road, Mill Park (on the corner of Cape and Way Road, Newton Park)

There is probably nothing worse than standing in a queue at a voting station only to find out that you are registered incorrectly and have to do it all over again.

WARD 9 NEWSFLASH - July 2010

1. Baakens Valley

After numerous queries received from residents with regards to the condition of the Baakens Valley at the back of Sunridge Park/Fernglen and the foam reported at the 3rd Avenue dip, herewith some feedback received from the Metro:

"I can confirm that the pipes have been fixed. In fact, there was nothing wrong with the pipes, but we had root intrusions into the manholes which got into the pipes and blocked it up.

Our lab did some tests and confirmed that there were some traces of sewage in the river, which could have been the cause of the foam at the 3rd avenue dip.

Since the roots have been removed from these manholes, the foam at the 3rd avenue dip is no longer there."

I will keep you updated with any further feedback.

2. Metro Council News

Kindly take note that Council is in recess (from 11 June to 11 July 2010) due to the World cup soccer and thus no Council meetings are being held at present. Council activities will resume from 12 July 2010 onwards.

3. Replacement of Westering Water Mains

Please note that Omega Civils has been appointed to do the replacement of the water mains in Redwing Drive, Westering. Work started ± 2 weeks ago and according to Omega Civils the upgrading will be completed within the next 6 weeks. Should you experience any problems/queries, please contact my office immediately.

4. DA National Congress

Kindly take note that the DA's  National Congress will be taking place during the weekend of 24 & 25 July 2010 in Cape Town. More news to follow in my next newsletter.

5. Nelson Mandela Verjaarsdag

Graag wil ons hiermee vir oud-staatspresident, Nelson Rolihlahla Mandela geluk wens met sy 92ste verjaarsdag op 18 Julie 2010. Mag een van Suid-Afrika se ikone ‘n wonderlike dag hê saam met sy vriende en familie.

6. Baakens Collector Sewer - Circular Drive to Woodlands Pump Station

Herewith some feedback received from Goba Consulting Engineers, the contractors busy with the Baakens Sewer upgrade: 

"The contract has overrun the completion date. We expect the work to be completed by the end of July 2010, barring any unforseen events or rainfall."

On behalf of myself and the contractor, we would like to thank you for your patience and understanding.

7. IEC Office Change of Address

Please note that the IEC office has now relocated to 122 Cape Road (on the corner of Cape Road and Way Street, Mill Park). Please make use of these offices to ensure that you are registered for next year's municipal election.

8. AARTO (Wet op die Administratiewe Beregtiging van Verkeersmisdrywe)

Neem asb. kennis dat die implementering van die omstrede verkeerswet wat van vandag af in onder andere PE van krag sou word, uitgestel is. Mnr Collins Letsoalo, uitvoerende hoof van die Padverkeersbestuurs-korporasie het gesê die wet sal nou eers op 1 April 2011 in werking gestel word.

9. Completion of Work and Cleaning Along Canna Avenue, Sunridge Park

We have received numerous queries w.r.t. the delay at the abovementioned site. After investigation, herewith some feedback received from the contractor:

"Please note that our office followed up with Izizwe Consulting regarding the clearing and completion of the work along Canna Avenue in Ward 9. Mr. Roddy Furlong from Izizwe explained to our office that the project was put on halt for two weeks pending a decision from the NMBM, he also informed me that the way forward was finalized yesterday with the client and that he instructed the contractor to complete the work."

According to the contractor everything is back on track.

10. Personal Safety Tips

Thank you to Atlas Security for the following tips for personal safety:

* Be aware of your surroundings.
* Carry bags close to your body and avoid wearing highly visible jewellery.
* If you are being followed, head for a crowded place.
* If there are other people around, yell loudly enough to get their attention to what the assailant is doing. "This man is bothering me"; "Get your hands off of me".
* If you are alone and do not see anyone on the street or nearby, try calling out a name to make the attacker or assailant believe you may be with someone.

11. Dog Control Policy

Due to numerous enquiries from residents w.r.t. the above policy, please note the following:

Municipality moves closer to ensuring cleaner and safer beaches with fines

The following fines will be applicable:
R500 if dog is on the beach without a leash,
R500 if dog is on the beach in area where not allowed, and;
R1 000 if dog feaces is not removed from beaches.

More signs will be erected at the various beach areas to warn dog owners.

WARD 9 NEWSFLASH - April and May 2010 Heinrich Muller

1. FEEDBACK FROM COUNCIL MEETING

Kindly take note that the Operating and Capital Budget (2010/2011) as well as the IDP of the Metro have been approved at the council meeting held 31 May 2010. The Democratic Alliance however strongly opposed and voted against the approval of the abovementioned as there are certain issues in the budget that will definitely have a negative impact on all residents of the Metro. (For example the increase in electricity of 22 % as the DA proposed an increase of 16 %.)  

Some of the tariffs, approved by the ANC, to be increased as follows with effect from 1 July 2010 are:
  • Property rates - 11 %
  • Water - 12 %
  • Sanitation - 11 %
  • Electricity - 22 %
  • Refuse - 11 %
The DA opposed the 22 % increase in electricity as we felt that it was unnecessary as the overburdened ratepayers could ill afford such a huge increase. Especially since this can be overcome if the municipality can take responsibility and start by collecting the R105 million outstanding traffic fines.
                                
2. FERNGLEN/SUNRIDGE PARK SECTOR CRIME FORUM COMMUNITY DAY

A community day was arranged by the Fernglen & Sunridge Park Crime Forum on 1 May 2010 and I want to thank Steff Schenk for a well organized event. The DA Branch of Ward 9 also had a table and I would like to thank all DA members who renewed their membership as well as say welcome to a few new faces. Once again thank you to all who attended and participated at this wonderful community day.

3. STRICT NEW POLICY FOR DOG OWNERS TO ENSURE SAFER AND CLEANER BEACHES

I want to urge all residents to adhere to the strict new policy. Herewith some info received:

"Dog owners beware that a strict new Dog Control Policy, as approved by a full sitting of Council of the Nelson Mandela Bay Municipality recently, are currently in place to ensure that visitors and residents alike enjoy cleaner and safer beaches. The motivation for imposing the new regulations is that the relevant areas are set aside for human recreation, form part of a nature reserve or are the breeding places of the endangered oyster-catcher.

The municipality also received more complaints ranging from dog attacks on members of the public as well as staff, public health and dog faeces, the washing of dogs at these prime public amenities and soil contamination.

In areas where dogs are allowed, they must be on a leash and the owner must have the means to remove dog faeces.

The Nelson Mandela Bay Municipality is currently in the process of increasing the number of signage erected on our beaches to alert dog owners of the new regulations since enforcement will take place."

I will keep you up to date with any further developments.

4. VERKENNER LAERSKOOL – 50 JAAR FEESVIERINGE

Graag wens ek Mnr Oosthuizen, skoolhoof van Laerskool Verkenner, sy personeel, al hul leerlinge, oud-leerlinge en ouers geluk met die 50ste verjaarsdag vieringe van die skool. Hulle het 'n feesnaweek vanaf 7 – 9 Mei 2010 gehou en dit was 'n reuse sukses. Ons is regtig trots om 'n skool soos Verkenner in ons wyk te hê – hou so aan!

5. DILAPIDATED HOUSES IN WESTERING

I have received information that the matter of the dilapidated houses / erven in Cosmos Street, Westering is receiving the attention of Adv Puwe of the municipality. I have requested a report on the progress of this case as well as the one of the dilapidated house on the corner of Cape Road and Boshoff Street, Westering. You will be kept up to date as soon as I receive any feedback.

6. KRAGGA KAMMA TIP SITE

Due to complaints and the deterioration of the tip site, I have tabled a motion for debate at the Public Health Standing Committee Meeting on 26 February 2010. Herewith a section from the motion:

"The condition over the past couple of years at the Kragga Kamma transfer site in Kragga Kamma Road, Sunridge Park has shockingly deteriorated. It has become a serious health and safety risk for all the residents of the Metro.

The DA requests that a full report be tabled for debate at the next Public Health meeting regarding the operation and progress the Metro intends taking to address the safety and health issues at said transfer site as this has a direct impact on ALL the residents of the Metro."

Due to the municipality cancelling and postponing meetings, the abovementioned motion could not yet be fully debated in council. I have however received a written response from Waste Management Department:

"Waste Management Sub-directorate will be advertising a tender in June 2010 to ensure the structural integrity of the raised ramp and to create an additional two "temporary" container bays. This will ensure the safety of the public whilst using the site and increase the site capacity. In addition the use of CCTV cameras is being investigated to assist in identifying those responsible for the illegal dumping that takes place outside the site after hours.

A request has been made to the Safety and Security Sub-directorate to assist in the control of the situation."

Please note that this motion still needs to be debated as urgent action is required to address our concerns at this tip site. I will however keep the residents up to date as soon as I receive any further feedback.

7. SIDEWALK:  CANNA AVENUE, SUNRIDGE PARK

After receiving numerous queries with regards to this sidewalk, I sent the following e-mail to the contractors:

"....received a query regarding the pathway in front of the petrol station situated in Canna Avenue, Sunridge Park. This section of the sidewalk is cracked and not level at all. We have noted that the contractors currently busy on the site have skipped this section and we presume that they are not going to repair this section?  I feel that this portion needs to be upgraded together with the rest of the sidewalk as the residents can not use it in the state it is in now."

I am pleased to report back that although this section was not included in the work, the contractors agreed to fix this section as well. I want to request all residents to be patient while construction is under way, but also urge you to report all irregularities and/or dangerous areas to my office immediately.

We have received complaints w.r.t. rubble not being removed on the verges and the contractors informed me that they will send out a team to clean up within the next couple of days.

8. DA LIDMAATSKAP HERNUWINGSVORMS

Graag wil ek almal bedank wat hul DA lidmaatskapvorms voltooi en die vorms tesame met die gelde na my kantoor of na die DA-kantoor te Clydestraat gestuur het. Ek doen egter 'n beroep op die wat nog nie hul vorms voltooi het nie, om dit asb. so gou moontlik te doen en my kantoor te skakel sodat ek kan reël om dit by u  te kom optel.

We received the following notice from the Asst. Director: Waste Management:

"We regret to inform you that your refuse will not be collected due to strike action by SAMWU. We are however urge residents to take their refuse to the landfills site or nearest garden refuse transfer site or keep their refuse until the Municipality is in a position to remove it. We apologise for the inconvenience caused."

I urge all residents to please refrain from putting out your black bags for collection and take them back if they are still on your verges.
 
KRAGGA KAMMA TIP SITE

I want to urge all residents NOT to dump refuse outside the gate of the Kragga Kamma tip site.  PLEASE, if the gate is locked when you get there, come back the next day.

WARD 9 NEWS - April 2010

1. LINTON GRANGE KLINIEK

Graag wil ek Sr Ruppersburg, wat vanaf Februarie 2010 aangestel is om Linton Grange kliniek tot op standard te bring, sterkte toewens vir die groot taak wat voorlê. Ek het reeds met haar vergader en sal inwoners op hoogte hou van alle verwikkelinge wat daar aangaan.

Please take note of the pending Polio & Measles Campaign 2010 – the first round will take place from  
12 – 23 April 2010.  During this first round all children 9 months to less than 15 years will receive one dose of Measles Vaccine and children under 5 years (0 – 59 months) will receive 2 doses of polio 4 weeks apart (during the 1st and 2nd round of the campaign). The doses are given regardless of immunization status of a child. It will not be necessary to produce the Road to Health Card during the campaign. All children outside the target age groups must attend the clinic on routine dates.

2. EXTRACTION OF WATER FROM BAAKENS RIVER VALLEY

After numerous enquires from our office, I have received the following feedback from the Metro:

"The incidence of "illegal" water abstraction from water bodies within Nelson Mandela Bay is on the increase. Actions of this nature have wide ranging repercussions on the environment in times of drought as we are now experiencing.
Municipal officials are advised that in order to abstract water from natural bodies (Baakens river for example), a necessary permit must be obtained from the Department of Water Affairs. Failure to have such permission could result in prosecution in terms of the National Water Act 36 of 1998."

Should you witness any such incidents, please report it to my office immediately and I will forward it to the relevant department.

3. DA LIDMAATSKAP HERNUWINGSVORMS

Alle geregistreerde lede op ons lys, sou gedurende die maand DA lidmaatskap hernuwingsvorms ontvang het. Voltooi dit asb. so gou moontlik en stuur dit terug na my kantoor of maak gebruik van die selfgeadresseerde, voorafbetaalde koevert  VOOR 31 MEI 2010. Ek wil graag almal wat nog nie geregistreer is om te stem nie, aanmoedig om dit so gou moontlik te doen. Sou u belangstel om ‘n lid van die DA te word, kontak asb. my kantoor en die vorms  sal aan u gepos word.

4. BLUEGUM TREES – BAAKENS VALLEY

Cllr Rautenbach (Ward 8) and myself were approached by Mr Shaun Devine (independent contractor) with  regards to the cutting down of bluegum trees in the Baakens Valley – especially the area behind Flormay Road. Kindly take note that the meeting did take place on 18.03.10 and was attended by 40 directly affected community members. (Mr Devine did not attend said meeting.)
 
Take note further that the issue was discussed in depth and the community unanimously decided against the proposal of the removal of the bluegum trees.  The reasons for this decision are that:
 
* As you are fully aware, this issue arose in 2004 and was discussed with the NMBM as to a plan of action was to be determined and tabled to rehabilitate the area (e.g. planting of trees, etc.) after removing the bluegum trees.
* After 6 years the NMBM has failed to produce such a plan of action and thus the community has no faith in the municipality regarding the project.
* A further concern of the residents is the direct impact on the wildlife in this affected area as it is common knowledge that the removal of the trees will have a negative impact and put further strain on the animals of this area.
* It must also be noted that one of the main reasons for the residents buying the properties adjacent to the Valley, was due to the natural beauty of said Valley - which surrounds them with peace and tranquility.
* The trees, although requiring lots of water, also play a vital role in respect of global warming. This is the main reason why we can not afford removing these trees without a rehabilitation plan in place.
 
Please be advised that myself and Cllr Rautenbach fully support and respect the decision of the community.

5. FIFA WEBTUISTE

6. TRAFFIC REPORT

After numerous complaints received from dangerous driving conditions in Warbler Street, I have requested the traffic department to do speed checking. I have received the following feedback from Snr Superintendent, Gideon Botha:

"On 24 February 2010 from 13.00 to 20.00 the speed of 1501 vehicles were recorded, with only 14 prosecutions with the highest speed of 89. The offence rate for this survey was 0.93%.
 
During the second  event on 8 March 2010 from 06.00 to 08.30 the speed of 1900 vehicles were recorded, with only 6 prosecutions with the highest speed of 88. The offence rate for this survey was 0.32%.

An offence rate between 3 and 5% is actually regarded as acceptable in terms of National Standards.
 
This Department does not regard Warbler Street as a speed problem and will only do speed enforcement occasionally.
 
In addition, joggers are able to select alternative routes, which are more safe, whilst pedestrians can safely walk on the wide verges. The amount of exhaust fumes in this street alone, can be more detrimental to the health of the joggers and they should consider an alternative route for that reason only, not forgetting the busy traffic volume.

7. STATE OF ROADS / GRASS CUTTING

Herewith an extract received from the NMBM w.r.t. grass cutting in our metro:

"Unfortunately we have been unable to cut the grass in this year due to contracts that expired in December and B&T was not ready with the new ones, but the process is now nearing an end. Our attempts to select overgrown areas temporarily by way of quotations, was also blocked as it is in contravention of the MFMA.

The grass mowing contract was at Adjudication Committee (final committee before MM's signature) on the 4th of March and a week later the minutes were sent to the Acting MM for his signature. Once that has been done Purchasing Division will issue letters of appointment and we can start issuing orders for cutting to resume."

I have noticed the mechanical sweeper in Sunridge Park / Fernglen on 23 March 2010 – hopefully it was not a once off!!!   We trust and believe that clearing of the verges and grass cutting will take place during the month of April.

8. REZONING OF VARIOUS ERVEN 4, 5, 8, 9, 11, 20, 2089 AND 2100 (WESTERING)

Please note that it was resolved at the Housing and Land Committee meeting of 9 March 2010,  that consideration of  the rezoning application for erven 4, 5, 8, 9 and 11 (Cape Road) and erven 2089 and 2100 (De La Rey Street ) and erf 20 (4 Boshoff Street ) be deferred pending the approval of the Local Spatial Development Framework.

9. PLOT CLEARING:  MIRANDA STREET, WESTERING

After complaints received, I have reported the illegal dumping on this plot which is the property of Lafarge. I received feedback from Lafarge and would like to thank Lafarge, Jenny Clark and her team from Acres Wild Landscaping for clearing the plot.

10. DOG TAX

Please note that although the NMBM Council moved that dog tax would not be enforced as from 1 January 2010, all outstanding dog tax for 2009 will still be recoverable.

"However the Dog Control Unit will enforce all by-laws and the Animal Protection Act, inclusive of:
a. The control of unsprayed bitches.
b. The amount of dogs kept per property.
c. The control of nuisance dogs.
d. The control of stray dogs.
e. The registrantion and monitering of dog breeders.
f. All aspects of cruelty cases and dog abandonment will be firmly dealt with."

1. Water Leaks

I am receiving numerous complaints of water leaks throughout our ward as well as the metro. Thanks to all of you who took the time to phone and/or forward the information to me. I am reporting them as soon as I receive the information.  

2. Drug Information and Intervention Workshop

I have received notice of a 4-week drug information & intervention workshop scheduled to take place at Rei's-Place, House of Recovery. The workshop will start on Tuesday, 9 March 2010 every Tuesday @ 19:00 at a cost of R100.00

3. Mechanical Sweeper

At last, some good news!!  The mechanical sweeper of the Municipality seems to be working again as I was informed that it will be sweeping Kragga Kamma Road today!  According to the official, the sweeper has 18 routes which it has to cover once a month. As soon as I have more information, I will forward it to you.

For information:  After numerous objections/complaints received, I have sent in an objection on behalf of Ward 9 for the application for Council's special consent (SC 255/09) of erf 15 (382 Cape Road, Fernglen). I have received notification from NMBM that said application has been withdrawn since. Thanks to everybody who raised objections individually as well, especially to architect Nicola Darke.

2. Onwettige Straatverkopers

Soos almal reeds bewus is, het ons 'n groot probleem met straatverkopers regdeur ons wyk. Ek verstaan dat ons onder moeilike ekonomiese tye leef en almal moet 'n inkomste verdien, maar ongelukkig kom dit nou al hoe meer voor dat die meerderheid van hierdie straatverkopers nie hul kant bring nie, bv. deurdat hulle rommel/papiere strooi, hul kratte en vrot vrugte/groente oornag en naweke net daar los (wat 'n gesondheidsrisiko veroorsaak en lei tot 'n aanloklike oornagfasiliteit vir rondlopers). Daar is ook geen toiletgeriewe vir hulle nie, dus word die sypaadjies en erwe gebruik.

Ons is besig om hierdie probleem aan te spreek en vra die gemeenskap om ons te ondersteun.

3. DA Petition Forms

Constant striking by the South African Democratic Teachers Union (SADTU) is endangering the future of our children by depriving them of a good education.

As a first step to solving this problem, the DA has submitted an application to the Essential Services Committee for teaching to be declared an essential service. This would mean that teachers would not be able to strike and abandon their learners. We ask you to support this call by signing a petition form (available from our ward office and/or any DA office).

4. Linton Grange Biblioteek

Ek het navrae ontvang i.v.m. die Linton Grange Biblioteek wat oor naweke toe is. Die terugvoering wat ek ontvang het, is dat die werkers in 'n dispuut met die munisipaliteit is oor werksure en vergoeding en dat die saak hangend is. Ek weet dit veroorsaak groot ongerief vir werkende mense en skoolkinders wat oor naweke aan take wil werk,

5. Heritage Task Team Public Meeting

You are invited to attend a public meeting with the Heritage Task Team of the Metro scheduled for 18:00 on Monday, 1 March 2010 at the Reception Room, City Hall. They will be discussing the way forward. Your attendance is of utmost importance and will be much appreciated.

7. 'Groen' Veldtog

Ek ontvang nogsteeds navrae in verband met die "Groen" veldtog van die metro. Op die oomblik is die veldtog tydelik gestaak as gevolg van die waterbeperkings. U is nog steeds welkom om u aansoeke vir bome aan my te stuur sodat ons dit kan aanstuur sodra die veldtog weer aan die gang is.

8. Moratorium on Dust Bins

I have requested dust bins for the parks/open areas in Ward 9 and have received the following feedback:

".... a moratorium was placed on the ordering of new bins and we have no bins at present".

We will monitor the situation and report back in due course.

9. DA Membership Renewal Forms

Many of you have been valued supporters of the Democratic Alliance over the years and it is therefore that I appeal to you to continue your support and renew your annual membership of the DA. During the next week, my office will be mailing DA membership renewal forms to all the registered members we have on our list. Guinea Fowls

The article in The Herald of 22 February 2010, "Poisoning suspected as 40 guinea fowl found dead" in the Fernglen area refers.

It is with the utmost shock and disgust that I have learnt about this unfortunate incident which took place on Friday, 19 February 2010 in our midst. There are clear signs that human intervention (poisoning) may have played a major role here. Tests are currently being done to determine the cause of the death of the birds.

Unfortunately I was on council business in Cape Town at the time of the incident, but would like to thank all those who lent a helping hand.

Dilapidated Houses

I receive continuous queries re the dilapidated houses in our ward (in particular Cosmos Street and the house on the corner of Boshoff & Cape Rd, Westering) and many others. Herewith the response we received from an official at NMBM:

 "... a Memo was sent to Mrs Dawn McCarthy asking her to ask our Legal Department to appoint a firm of attorneys to assist us in this matter. Shall let you know once I have any news on the matter."

Please note that I have done a site inspection at the abovementioned areas last week and due to the fact that these issues have been long outstanding now, I had no alternative but to engage the process of involving the media. My concern is that these areas/plots are creating a health hazard, friendly environment for criminal activities and have an immediate negative impact on the surrounding properties.  I trust that the pressure the municipality is receiving from my office, the residents and the media will result in positive action from their side.

1. Water Supply to Several Suburbs Affected

We received the following press release from NMBM today:

"Water supply to several Nelson Mandela Bay suburbs is affected due to various reasons.

The Gamtoos Irrigation Board (GIB) releases water on a daily basis from the Kouga Dam for use by the irrigators and also to top up the Loerie Dam. The Municipality extracts water from the Loerie Dam for treatment and use in large parts of the Metro.

Since yesterday no water has been released by the GIB which resulted in a substantial drop in the levels of two bulk storage reservoirs.

The water level at the Chelsea Reservoir is currently 16% which could mean that parts of the Western Suburbs (Westering, Kabega Park, Rowallan Park, Cotswold and parts of Malabar) could be adversely affected by this afternoon if no more water is pumped through the system.

Water tankers are in the area to provide water to the affected suburbs."

Residents, this is serious and I want to urge all of you to please use water sparingly.  Please remember that you can report any leaks or wasteage of water in public areas to 0800205050 (Call free) or waterleaks[at]mandelametro.gov.za

2. Refuse Bags

Please refrain from putting out your refuse bags on the evening/day before the bags are due to be collected by the municipality.  It increases the vagrant/litter problems in our areas.  It is also an offense and you could end up with a fine. 

3. Councillor's Laptop

I have been experiencing problems with my e-mail system for the past 2 days.  This morning the system (my laptop) finally crashed (they are currently working on the problem though).  Thus, please forward all queries/complaints to ward9[at]mandelametro.gov.za till further notice.

4. Rome

A reminder to all residents that any objections to the application for the removal of title conditions applicable to Erf 71, Fernglen , with full reasons therefore, should be lodged in writing with the Municipal Manager, PO Box 116, Port Elizabeth, 6000 on or before 15 February 2010, quoting the above act and the objector’s erf number (Erf 71, 356 Cape Road, Fernglen) (CF06/00071).

1. Water Shortage - Community Assistance Required:

The Metro's water supply has reached a critical stage and serious  savings are essential. Communities are not only encouraged to implement water savings at home but to also report any leaks or wasteage of water in public areas to 0800205050 (toll free) or waterleaks[at]mandelametro.gov.za

Stringent control over water useage will become effective from Monday 01 February 2010. Households will be restricted to 500 litres per household. No Municipal water may be used for watering the garden or filling swimming pools from this date. All residents are requested to work together in saving water.

Residential rate from 1 February 2010 up to 500 litres daily R5,80 per 1000 litre. (Any amount in excess will be R14.91 per 1000 litres)
 
Should you have any complaints relating to the social consultants dealing with the door to door awareness campaign in the Wards, please direct it to the office of Uhambiso Consult (tel: 041 373 0180 or fax: 041 373 0102).

2. Eskom CFL Roll-Out:

I have received a request from the Metro for people to help with the installation of CFL globes in our ward. Training (± 2 hours) will be given. Payment will be done per globe installed. Please contact the ward office or Lunga Silinyana on 072 168 2380 for further info.

3. Tree Trimming and Removal of Trees:

I am receiving numerous requests for tree trimming and/or removals and have been forwarding them to the relevant department. However, these guys are very busy and have a list which they work according to. I ask residents to please be patient, the trees will be done as soon as possible.

4. Dangerous Traffic Situations at Schools:

I want to ask schools and parents to please speak to their children about dangerous driving on our roads – especially in the vicinity of our schools. I have noticed some school children on motorbikes in the streets around the schools without helmets and or lifting one another. I have requested the traffic department to do regular checks so as to eliminate a possible accident.

5. Kragga Kamma Tip Site:

Residents, please note that the gate at the Kragga Kamma tip site closes at 17:30 every day. Please do not dump rubbish, black bags, etc. outside the gate. The area is looking terrible and I have already requested the Waste Management Dept. to clean up the area soonest.

6. Rome:

Rome has applied for the removal of title conditions applicable to Erf 71, Fernglen to be rezoned from Residential 1 to Special purposes (removal of restrictions in terms of Act no. 84 of 1967).  This application can be inspected at the office of the NMBM, 2nd floor, Brister House, Govan Mbeki Avenue. Please note: Any objections, with full reasons therefore, should be lodged in writing with the Municipal Manager, PO Box 116, Port Elizabeth, 6000 on or before 15 February 2010, quoting the above act and the objector's erf number (Erf 71, 356 Cape Road, Fernglen) (CF06/00071).

7. Training for Neighbourhood Watches:

Thank you to Atlas and ADT for their ongoing support of our Neigbourhood Watches. A special thanks to Mr Dave Moorhouse from ADT for arranging training sessions for Neigbourhood watch members. For further information on this training, please contact Mr Moorhouse on 078 322 1798.

2. Rezoning Application (SC 255/09) Erf 15, Fernglen

For information:  After numerous objections/complaints received, I have sent in an objection on behalf of Ward 9 for the application for Council's special consent (SC 255/09) of erf 15 (382 Cape Road, Fernglen). I will keep you informed of any further developments. Please note due date for objections is today, Monday
30 November 2009.

3. Reminder - Rezoning Of Kragga Kamma Tip Site

All objections/comments to be sent to Mrs L Mente-Mtimkulu, Land Planning and Management Sub-Directorate, Tel 506-3244, Fax 041 506-3291 and/or email: lmente[at]mandelametro.gov.za by Tuesday, 1 December 2009 (please use the reference number: CF06/00015).

4. Refuse Bags Not Removed

The refuse bags were not removed last week due to strike action. Some bags were collected over the weekend. If yours have not yet been collected, please inform my office soonest. I am aware that this caused a lot of inconvenience, but request that should something similar happen in future, you please remove your black bags from the verges and keep them inside your erven till the following week or take it to the nearest tip site?

5. Street Children

We had an urgent request from the Kabega Park SAPS Sector 2 commander, Insp Melissa Greeff requesting all residents of NMBM NOT to give any money, food, etc. to the street children at the intersections. As sad as this may seem, you are just encouraging them to return daily as they make anything from R50 up to ± R200 per day!!!  When the police remove these children, they get told that they will just be back the following day or move to a different location! Please, I urge you to adhere to this request as it might be the only way of dealing with this difficult and ongoing situation.

6. Local Spatial Development: Mill Park / Westering / Cape Road Area

Mr Rowan van Gend of Urban Dynamics addressed some residents at a public SCF Fernglen/Sunridge meeting held on 24 November 2009 at the Londt Park Sports Club to discuss the LSDF (Local Spatial Development Framework) for the Mill Park -  Westering - Cape Road area. Mr van Gend indicated that a copy of this document will be made available to residents for their perusal at the ward office soonest. We will let you know when this document is available.

7. New "Mayoral Team"

As you all know, the NMBM has a new "mayoral team" and they are:
  • Mayor: Mr Zanoxolo Wayile
  • Deputy mayor: Nancy Sihlwayi
  • Speaker: Helen Sauls-August
The Mayoral committee members will be announced at our next Council Meeting scheduled 8 December 2009.

8. DA Provincial Congress

We (Democratic Alliance) had our Provincial Congress on 14 November 2009 in Graaff-Reinett. I would hereby like to congratulate the following in our P E West Constituency:
  • MP Annette Lovemore on being elected one of the new Deputy Provincial Chairpersons on the new  Provincial Executive Committee for the term 2009 - 2011,
  • Ward 39 (Branch of the Year) and
  • Cllr Gustav Rautenbach (one of the Star Ward Cllrs of the Year).
9. Light Up Your Street Walks

Water Awareness Campaign

Due to the alarming low levels of dams supplying water to Nelson Mandela Bay, the Metro has embarked on a water awareness campaign within each ward in the Metro.

This brought along the opportunity for 3 people in the ward to be employed as Community Liaison Officers for a contract period of approximately 6 months. Remuneration of R2 700 p/m with no benefits will be paid. Please note that training will be provided, you will be required to work 8 hours a day (flexible), complete door-to-door questionnaires, visit schools in the ward, etc.

Should you be interested, please contact the ward office on or before 12:00 on Friday, 20 November 2009. You will have to hand in your CV together with a copy of your ID book.

Mayoral Awards for Excellence

The Council of Nelson Mandela Bay Municipality invites permanent residents of the Metro to nominate individuals or organizations who deliver invaluable contributions to their communities for a mayoral award.

The 9 categories are: Education, Icons of Democracy, Safety & Security, Clean Environment, Community Development, Business, Promotion of Tourism, Arts & Culture and Sports & Recreation.

Nomination forms are available from our office and need to be completed on or before 21 November 2009 and dropped in specially marked boxes at our ward office, customer care centres, libraries and/or municipal buildings.

Fernglen / Sunridge Park SCF Public Meeting: 24 November 2009

All residents are invited to the Fernglen & Sunridge Park Sector Crime Forum public meeting to be held @ 18:00 on Tuesday, 24 November 2009 at the Londt Park Sports Club, Ralston Road, Sunridge Park.
Mr Rowan van Gend of Urban Dynamics will be attending to give some feedback on the planning proposals along Cape Road.

Draft Outdoor Advertising By-Law

1. Matrics 2009 - Matrieks 2009

Graag wil ons die matrieks van 2009 sterkte toewens met hul eindeksamen wat op Maandag, 26 Oktober 2009 begin. Leer hard en ons hoop dit gaan goed met elkeen van julle.

We would like to wish all our matrics of 2009 good luck for their final exams due to start on Monday, 26 October 2009. Study hard and "break a leg"!

2. Rome

Finally, we have received some feedback from Rushmere Noach Attorneys on 14 October 2009:

".....the matter has now been set down on the opposed roll for argument on Thursday, 26 November 2009 this being the first available opposed date suiting the counsels of both parties. In the interim the respondent also lodged an appeal to the Eastern Cape Department of Local Government and Traditional Affairs against the refusal of its rezoning application pertaining to Erf 71. A delegation was sent by the municipality to make representations to the Planning Advisory Board which makes a recommendation to the MEC in respect of such appeal application launched by the respondent and the outcome of this appeal is still awaited."

You will be kept up to date as soon as we receive further feedback from the attorneys.

3. SASSA – Grants to be Reviewed

Please note that those receiving grants would have received letters requesting them to review their grant applications. Please adhere to this and take the necessary documentation to the nearest SASSA office. Take note that SASSA also has another office on the 4th floor in the old Trust Bank Building (opposite the new Law Courts) in North End.

1. Play Your Part, Be Water Smart

According to a newsletter received from the Nelson Mandela Bay Municipality, they "....will be enforcing water restrictions in terms of Section 4 of the Water Services Act (108 of 1997) from middle October.

Residents are requested to seriously change their levels of consumption since our current dam levels are very low and if intermittent rain do not fall in the catchment areas in October and November, we have only enough water in our dams for one year.
The Department of Water Affairs is currently in the process of the proclamation of a 15% water restriction on the Municipality which will in turn be enforced on the residents of our city."

Save it, or do without it!

Help conserve water and report all water leaks to Water services on 041 505-2258 or toll free on 0800 20 5050.

2. Westering Neighbourhood Watch

I have received an e-mail from Mr Nigel Fitt, chairperson of the Westering Neighbourhood Watch advising that they are up and running and growing from strength to strength. They are having their next meeting on the 8th October 2009 at 22 David Street, Westering from 18:00. Those who want to become part of this great initiative, please attend this meeting and /or contact Mr Fitt on 041 360 1106 or send him an e-mail to nfneighbourhoodwatch[at]gmail.com.

3. Kabega Park SAPS

A number of complaints have been received about the difficulty of reaching the Kabega Park SAPS. Please note that the telephone number for the charge office is 041 397 6800. We would also like to welcome the two new commanders of the different sectors for Ward 9 - Insp. Egmond Potgieter (Sector 1) and Insp. Melissa Greeff (Sector 2). Should you have difficulty reaching the charge office, they can be contacted on 041 397 6828.

4. Kragga Kamma Tip Site

After numerous feedback received from residents since my last newsletter, Mr Ken Kendall (Asst Director:  Waste Disposal) informed my office that the gate at the tip site will be locked at 17h30 everyday from 7 September 2009. Thanks to all residents who responded to my request.

5. Law Enforcement - Ward 9

We have requested the Traffic Department to conduct video law enforcement throughout Ward 9.

The following was received from Mr van de Venter (Acting Supt. Traffic):  "Video   law enforcement was conducted at the intersection of Gazania- and Jasmine Avenue on 16 September 2009 between the hours 16:00 and 17:30. Nineteen [19] motorists were prosecuted for failing to stop at a stop sign or line".

This law enforcement process will be implemented over the whole ward. I urge you to buckle up, drive within the speed limit and be a law abiding citizen.

6. Linton Grange Medical Clinic

I visited the clinic in Salvia Crescent, Linton Grange during this month and afterwards sent a letter to Dr Mamisa Chabula conveying my utter disgust, shock and mostly concern re the state of the facility. I have requested his urgent attention to the abovementioned facility and will keep you informed of any feedback I receive.

7. Spatial Development

For your information: The Nelson Mandela Bay Municipality has appointed a team of professional service providers, led by Urban Dynamics Eastern Cape to prepare a Local Spatial Development Framework for the Mill Park -  Westering – Cape Road area. Kindly take note that public participation will take place and I will inform the residents as soon as I have more details with regards to these scheduled public meetings.

8. Baakens Collector Sewer - Circular Drive to Woodlands Pump Station

I have received copies of the EMP (Environmental Management Plan) and RoD (Record of Decision) for the abovementioned project. These documents are available for perusal at our office, 78 Kragga Kamma Road, Sunridge Park, should you have any more queries.

1. Draft Water Services and Stormwater By-Laws

2. Donate Blood

3. Heritage Day Function: 24 September 2009

Please join us at our "Save our City" campaign to be held on the 24th September, 2009, being Heritage Day, at 10h00 on the Donkin Reserve at the pyramid (opposite King Edward Hotel, Central).

4. Relocation of Municipal Sewers.

Invitation to a construction inception meeting at Lafarge Quarry for Westering Residents and neighbours abutting the quarry.

Lafarge Ltd. invites all Westering and/or residents in close proximity to the Quarry to a stakeholder meeting to update you on the project's progress as well as introduce the service providers to work on the project. Meeting to be held on Wednesday, 30 September 2009 at the Moregrove Primary School, starting time 18:00.

Good day residents of Ward 9. Finally I am breaking the silence and here is one of many to come newsletters for all our residents of Ward 9.

I am Heinrich Muller, your newly elected councillor. I was born and bred in Port Elizabeth, am an attorney at Delport & Van Niekerk Attorneys and now your ward councillor.

We had a successful by-election on the 24th of June 2009 and we, the Democratic Alliance, walked away with a 99% support at the voting stations. Thank you for all the support and I will try my utmost best to give you the service you deserve.

 Ward 9 has a Councillor Again

News from Port Elizabeth's Ward 9www.MyPE.co.za: After yesterday's by-election, Heinrich Muller, the DA candidate, became the new councillor for Ward 9 with an overwhelming 98.32%.

Heinrich will take up office within the next few days.

MyPE is confident of Heinrich succesfully stepping into the big, capable shoes left behind by Annette Lovemore and look forward to featuring Councillor Muller's ward reports.
