1. Valuation Appeal Board

In response to questions submitted by the DA MPL, Mr Dacre Haddon to the Province of the Eastern Cape: Local Government and Traditional Affairs I hereby report the following feedback regarding the Valuation Appeal Board:

(i) All the members of the Valuation Appeal Board of the Nelson Mandela Metropolitan Municipality will be appointed by 6 July 2009.
(ii) The majority of members of the Board will be resident in the NMMM.
(iii) The appeals process to consider property rates objections in the NMMM will commence by 15 July 2009 and be finalized by 30 November 2009.


2. "Go-Green" Campaign - Ward 8

Our campaign is doing excellent and I am excited to report that the 1 000 mark has been exceeded!  Up to the end of May 2009, 1 030 new indigenous trees have been planted by Parks Department in our ward.  A big thank you to all residents who have participated and to Parks Department for their contribution.  I would like to encourage residents to take part in our “Go-Green” campaign by applying for trees to be planted on their verges free of charge.  Let us all go green!  Application forms are available at my office.


3. Traffic Signals

After observation of the newly installed traffic signals at the Kragga Kamma/Verdun Road and the Kragga Kamma/Luneville Road intersections, I am happy that the said intersections are working well and are safer for motorists to use.


4.Ugrading of Macon Road

The reconstruction of Macon Road, Phase II, has now been completed and is open for traffic.  The removed street lights will be re-installed soon and a request for traffic calming measures has been submitted.

I would like to thank all residents and motorists for their patience and co-operation and I am sure that you will agree with me that the end result makes it worth while.


5. Illegal Dumping

On 26 June 2009 I tabled a motion at the Public Health Standing Committee Meeting regarding the huge increase in illegal dumping occurring in the Metro.  The Chairperson of the Committee depicted my motion as being willfully and opportunistic.  She also said that it is not her Portfolio/Department’s responsibility alone to deal with this and that an internal Department Forum within the Municipal Manager’s office has been established to deal with illegal dumping issues. However, during the same meeting the committee approved a set of draft by-laws for public input including dumping!

I have therefore forwarded the following proposals to the Office of the Municipal Manager on 1 July 2009 for consideration:

1) More Town Rangers be appointed as a matter of urgency.

2) An awareness program be launched by means of the local community newspapers to address the illegal dumping issues in the Metro.

3) Home owners be informed not to put out their domestic refuse on the verge on days prior to removal, but only on the morning of removal.

4) The public be informed of what sort of rubbish can be dumped at the dumping sites in the Metro and whether this is a free service or not.

5) The Executive Director engage with the Chief Magistrate of the Metro to increase the fine for illegal dumping from the current R500,00 to R2 000,00.

6) A register be introduced where-in all the details be kept of offenders illegally dumping.

7) A repeater offender be arrested, charged and brought before a court.  

8) That an offender be named and shamed in public.

9) Drastic measures be taken against owners of overgrown erven to clear their vacant plots as illegal dumping often occurs on these vacant plots.


6. Bulk Stormwater Analysis and Recommendation Report: Lorraine

The above report regarding an investigation into the existing stormwater infrastructure in the Lorraine area, north of the railway line, has now been completed.

The hydrological report identifies 3 priority areas together with appropriate remedial measures.  Approximately R10 million is required to address priority 1 in the short term.  However, only
R3 million is available on the current 2009/2010 capital budget for bulk stormwater upgrading in Ward 8.  

Unfortunately, priority 1 cannot be split up into sub-phases and in order for this project to start sufficient savings need to be identified elsewhere on the budget.  Failing the acquisition of additional funding in the current financial year, sufficient provision needs to be secured next financial year (2010/11) in order for the project to commence by April 2010.

I have urged the Infrastructure and Engineering Department to do their utmost best to identify sufficient savings elsewhere on the budget as to commence with this project as soon as possible!  Many residents were dramatically effected and suffered huge damages to their properties during previous heavy rains.


7. Olsson Road Water Pipe Bursts, Vikingvale

Problems are being experienced with numerous water pipe bursts and water leaks in above street.  The water main burst on 18/10/2008, 17/02/2009, 19/02/2009 as well as on 21/04/2009 while fire hydrant leaks were experienced on 02/02/2009 and 23/06/2009.

I have requested an investigation into the condition of the said water pipe and the possible replacement thereof.  I am still awaiting feedback.


8. Traffic Control Measures

(i) Walker Drive/Wiehahn Avenue intersection, Ben Kamma:

I have received numerous requests for traffic calming measures to be instated at the above busy and dangerous intersection in Ben Kamma.

(ii) Kabega/Carstens Road intersection, Kamma Ridge:

A Consulting Engineering firm has been appointed to carry out the investigation of major intersections throughout the Metro.  Above-mentioned intersections are also included in this investigation.

I want to assure residents and motorists that these 2 danger areas are enjoying my highest priority.


9. Speed Humps and Traffic Circles

I have requested the Roads Department that all speedhumps and traffic circles in Ward 8 be re-painted and fitted with 'cat-eyes’ to make them more visible to motorists.


10. Crime Forums

Both the 2 crime forums, namely Garden Suburbs Crime Forum, which resorts under the Walmer SAPS, and the Baakens Valley Crime Forum - Ward 8, which resorts under the Kabega SAPS, are functioning very well with many community members who volunteer themselves for patrol duties in their area.  Thank you to all volunteers for your unselfish service - it already makes a huge difference.

It is everyone’s duty to unite against crime.  I appeal to all residents to become involved. More hands make the work lighter and our suburbs a safer place!  Join your relevant crime forum.

Wyk 8 Nuus in Afrikaans

1. Waardasie Appel Raad

In reaksie op vrae wat die DA LWV, Mnr. Dacre Haddon aan die Provinsie van die Oos-Kaap: Plaaslike Regering en Tradisionele Sake gerig het, wil ek die volgende terugvoering gee rakende die Waardasie Appél Raad:

(i) Al die lede van die Waardasie Appél Raad van die Nelson Mandela Metropolitaanse Munisipaliteit sal teen 6 Julie 2009 aangestel wees.
(ii) Die meerderheid van lede van die Raad sal woonagtig wees in die NMMM.
(iii) Die appélproses om alle eiendomsbelasting besware in die NMMM te oorweeg, sal op 15 Julie 2009 in aanvang neem en gefinaliseer word op 30 November 2009.


2. Groen Veldtog - Wyk 8

Dit gaan uitstekend met ons veldtog en is ek baie opgewonde om u mee te deel dat die 1 000 merk verbygesteek is!  Tot einde Mei 2009 is 1 030 nuwe inheemse bome deur die Parke Afdeling in ons wyk geplant.  'n Groot dankie aan alle inwoners wat deelgeneem het en aan Parke Afdeling vir hul bydrae.  Ek wil egter steeds inwoners aanmoedig om deel te neem aan die “Groen” veldtog deur aansoek te doen dat bome gratis op u sypaadjie aangeplant word.  Kom ons almal gaan groen! Aansoekvorms is by my kantoor beskikbaar.


3. Verkeersligte

Na observasie by die nuut geïnstalleerde verkeersligte by die Kraggakamma/Verdunweg en Kraggakamma/Lunevilleweg interseksies is ek verheug dat die interseksies goed werk en baie veiliger is vir motoriste om te gebruik.


4. Opgradering van Maconweg

Die rekonstruksie van Maconweg, Fase II, is nou voltooi en oop vir verkeer.  Die straatligte wat verwyder is, sal so gou doenlik teruggesit word en aansoek is ook ingedien vir die oprigting van
verkeersbeheermaatreëls.

Ek bedank al die inwoners en motoriste vir hul geduld en samewerking en glo dat u met my sal saamstem dat die eindproduk dit die moeite werd gemaak het.


5. Onwettige Storting

Op 26 Junie 2009 het ek 'n mosie ter tafel gelê by die Openbare Gesondheid Staandekomitee vergadering rakende die geweldige toename in onwettige stortings wat in die Metro plaasvind.  Die Voorsitter van die komitee het my mosie as moedswillig en opportunisties beskou.
Sy het ook gesê dat dit nie alleenlik haar Portfolio/Departement se verantwoordelikheid is om hiermee te deel nie, maar dat 'n interne Departementele Forum binne die Munisipalebestuurder se kantoor op die been gebring is om met onwettige stortingsaangeleenthede te deel. Tog, tydens dieselfde vergadering het die komitee 'n stel konsep munisipale regulasies goedgekeur vir publieke insette wat onder andere storting insluit.

Ek het dus daarna die volgende voorstelle na die Kantoor van die Munisipalebestuurder aangestuur vir oorweging:

1) Dat meer veldwagters dringend aangestel word.

2)  'n Bewusmakingsveldtog van stapel gestuur word deur middel van die plaaslike gemeenskapskoerante om onwettige stortingsaangeleenthede in die Metro aan te spreek.

3) Inwoners ingelig moet word om nie hul huishoudelike vullis op die sypaadjie te plaas voor die dag van verwydering nie, maar eers die oggend van verwydering.

4) Dat die publiek ingelig word oor watter tipe vullis gestort kan word by stortingsterreine in die Metro en of dit 'n grastis diens is al dan nie.

5) Dat die Uitvoerende Direkteur die Hoof Magistraat van die Metro nader om die boete vir onwettige storting te verhoog vanaf die huidige R500,00 na R2000,00.

6) 'n Register ingestel word waarin al die besonderhede van oortreders aangeteken word.

7) 'n Herhalingsoortreder gearresteer, aangekla en voor die hof gedaag word.

8) Dat 'n oortreder se naam en daad in die openbaar bekendgemaak word.

9) Drastiese maatreëls geneem word teen eienaars van oorgroeide erwe aangesien onwettige storting meestal op sulke erwe plaasvind.


6. Stormwateranalise and Aanbevelingsverslag: Lorraine

Bogenoemde verslag insake 'n ondersoek na die huidige stormwater infrastruktuur in die Lorraine area noord van die spoorlyn is nou afgehandel.

Die stormwaterverslag identifiseer 3 prioriteitsareas met gepaste regstellende maatreëls.  Nagenoeg R10 miljoen word benodig om prioriteit 1 in die korttermyn aan te spreek.  Daar is egter slegs R3 miljoen beskikbaar op die huidige 2009/2010 kapitaalbegroting vir stormwateropgradering in Wyk 8.

Ongelukkig kan prioriteit 1 nie in sub-fases verdeel word nie en om met hierdie projek te begin moet voldoende besparings by ander projekte in die begroting geïdentifiseer word.  By gebreke daaraan om addisionele fondse in die huidige boekjaar te bekom, moet genoegsame voorsiening gewaarborg word in die volgende boekjaar (2010/11) sodat die projek teen April 2010 in aanvang kan neem.

Ek het die Infrastruktuur en Ingenieurswese Departement  versoek om indringend te kyk om genoegsame besparings op ander projekte te identifiseer sodat hierdie projek so gou as moontlik kan begin! Verskeie inwoners was ernstig benadeel en het groot skade gely aan hul eiendom tydens vorige swaar reëns.


7. Olsonweg Waterpypbarste, Vikingvale

Probleme word tans ondervind in bogenoemde straat met verskeie waterpypbarste en waterlekke.  Die hoofwaterpyp het op 18/10/2008, 17/02/2009, 19/02/2009 en 21/04/2009 gebars terwyl die brandkrane op 02/02/2009 en 23/06/2009 gelek het.

Ek het versoek dat 'n ondersoek gedoen word na die toestand van hierdie waterpyp en die moontlike vervanging daarvan.  Ek wag nog op die nodige terugvoering.


8. Verkeersbeheermaatreels

(i) Walkerrylaan/Wiehahnlaan interseksie, Ben Kamma:

Ek het verskeie versoeke ontvang van inwoners vir die oprigting van spoedbeheermaatreëls by die bogenoemde besige en gevaarlike interseksie by Ben Kamma.

(ii) Kabega/Carstenswegaansluiting, Kamma Ridge:

'n Konsulterende Ingenieursfirma is aangestel om ondersoek te doen by alle belangrike interseksies in die Metro.  Bogenoemde gevaarlike interseksies is ook ingesluit by hierdie ondersoek.

Ek wil inwoners en motoriste die versekering gee dat hierdie 2 gevaarareas my hoogste prioriteit geniet.


9. Spoedbulte en Verkeerssirkels

Ek het die Paaie Departement versoek dat alle spoedbulte en verkeerssirkels in Wyk 8 weer geverf en met 'kat-oë’ voorsien word om dit meer sigbaar te maak vir motoriste.


10. Misdaadforums

Beide die 2 misdaadforums nl. die Garden Suburbs Misdaadforum, wat onder die Walmer SAPD resorteer, en die Baakensvallei Misdaadforum - Wyk 8, wat onder die Kabega SAPD resorteer,   funksioneer baie goed en heelwat gemeenskapslede het hulself vrywillig beskikbaar gestel om patrolliediens in hul areas uit te voer. Baie dankie vir jul onbaatsigtige diens - dit maak reeds 'n reuse verskil.

Dit is 'n ieder en 'n elk van ons se plig om teen misdaad te verenig.  Ek doen 'n beroep op alle inwoners om betrokke te raak.  Meer hande maak ligter werk en ons woonbuurtes veiliger! Sluit aan by u betrokke misdaadforum.  

Die volgende woongebiede resorteer onder die:

Garden Suburbs Misdaadforum – Wyk 8: Lorraine, Lorraine Manor, Goldwater, Woodlands, Weybridgepark, Kraggakammapark, Hancorn, Kammapark en Kamma Heights.
